Arkansas kei truck registration guide

Arkansas allows kei trucks to be registered as mini-trucks, but only through a farm vehicle classification. Under A.C.A. § 27-14-726 the owner registers the vehicle as a Class Eight farm vehicle, and the Department of Finance and Administration issues an F-prefix plate that its own qualifying affidavit labels 'Mini Truck Farm Use Only.' This is not general-purpose registration.

The farm-use condition is the real constraint

Most states that permit kei trucks limit them by road class or posted speed. Arkansas does that too, but it layers a more significant restriction on top: the registration itself is a farm plate. The Department of Finance and Administration's qualifying affidavit for farm and natural resources license plates lists mini-trucks as a specific category, labelled 'Mini Truck Farm Use Only' and assigned the F prefix.

Signing that affidavit is a certification. What qualifies as a mini-truck

Dimensions and weight

From the DFA qualifying affidavit, a mini-truck must be:

  • ✓At least forty-eight inches (48") in width
  • ✓Not more than one hundred thirty-five inches in length including the bumper
  • ✓At least one thousand five hundred pounds (1,500 lbs.) unladen weight including fuel and fluids

Required equipment

And equipped with:

  • ✓Four or more low pressure or pneumatic rubber tires used on motor vehicles
  • ✓A steering wheel and seating for at least two people side-by-side in front
  • ✓A fully-enclosed metal or metal-reinforced cab with glass and mirrors complying with §§ 27-37-301 to 27-37-305
  • ✓Metal doors with functioning handle locks similar to those on motor vehicles
  • ✓Headlamps under § 27-36-209, tail lamps under § 27-36-215, and signal lamps
  • ✓A working horn, seat belts, and front and rear bumpers

Road use

Where you cannot drive

A mini-truck shall not be operated on a road or highway in any of these circumstances:

  • On an interstate highway.
  • Where the operation of mini-trucks is prohibited.
  • Where the road is a controlled-access highway.
  • Where the posted speed limit is more than fifty-five (55) miles per hour.
  • Where the mini-truck cannot maintain a speed equal to the posted speed limit.

Registration steps

    Clear federal import

    Import a vehicle at least 25 years old and retain CBP Form 7501, NHTSA Form HS-7 (Box 1), and EPA Form 3520-1.

    Assemble proof of ownership in English

    Section 27-14-726 requires proof of ownership in the English language, including a bill of sale and an export certificate or a title. Budget for a certified translation of the Japanese export certificate.

    A mini-truck is a motor vehicle for purposes of minimum liability insurance under the Motor Vehicle Safety Responsibility Act.
