That is an unusually clean outcome by the standards of this area of law: no speed cap, no road-class restriction, no special plate class. A registered kei truck in Massachusetts is treated as a normal registered vehicle.
The important caveat
Policy is not statute
The reversal was an administrative decision, and the same advisory noted that the RMV intends to register kei vehicles while continuing to review the safety implications of kei vehicles on public roadways, with plans for a formal study under development. An agency that changed its position twice within a single year, and that has explicitly reserved the question, could change it again without any legislative action.
That is not a prediction that it will. It is a reason to check the RMV's current position before you buy rather than relying on this page or on any secondary source, and a reason to keep documentation of your registration. House Bill 4053, 'An Act to legalize Kei vehicles in the Commonwealth', was filed by Representatives Shirley Arriaga of Chicopee and Orlando Ramos of Springfield. It was referred to the Joint Committee on Transportation in April 2025, heard in May 2025, and reported favorably on July 28, 2025, at which point it was referred to the House Committee on Ways and Means. It has remained there since.
If enacted, H.4053 would move kei vehicle registration from RMV discretion into statute, which would remove the risk of another administrative reversal. Until it passes, the RMV advisory is the operative authority. Nothing about the bill's status changes what you can do today — kei vehicles are registrable now — but it is the thing to watch if you want the position to become permanent.
